Liyakat ilkesi, hem etkin, başarılı, adil ve demokratik bir yönetimin hem de rasyonel işleyen bir personel rejiminin en asli unsurudur. Günümüzde olduğu gibi tarihte de pek çok devlet adamı ve düşünür, liyakat anlayışını geliştirmek ve liyakati temel bir yönetim ilkesi olarak tüm devlet işlerine hâkim kılmak için büyük çaba sarf etmişlerdir. Bazıları liyakat ilkesini, adil bir yönetimin temel taşı olarak ön plana çıkarırken, bazıları da devlet işlerinin düzgün bir şekilde yerine getirilmesi ile demokratik bir yönetim sergilemenin en birincil şartı olarak ifade etmiştir. Bu çalışmada Türk ve İslam siyasi düşüncesinde liyakat ilkesinin önemini tartışmak üzere Farabi, Maverdi, Nizamülmülk ve Koçibey’in eserleri üzerinden bir değerlendirme yapılmaktadır.

The principle of merit is the most fundamental element of both an effective, successful, fair and democratic administration and a rationally functioning personnel regime. Many statesmen and thinkers in history as well as today have made great efforts to develop the understanding of merit and to make merit dominate all state affairs as a basic management principle. While some emphasized the principle of merit as the cornerstone of a fair administration, others expressed it as the primary condition for a democratic administration with the proper performance of state affairs. In this study, an evaluation is made on the works of Farabi, Maverdi, Nizamülmülk and Koçibey in order to discuss the importance of the principle of merit in Turkish and Islamic political thought.
