KALKINMA İKTİSADINA FARKLI BİR BAKIŞ AÇISI: DAVRANIŞSAL KALKINMA İKTİSADI

Abstract

Davranışsal kalkınma iktisadı, iktisadi olayları kalkınma iktisadının alışılagelmiş yaklaşımlarından çok daha farklı perspektiflerle gözden geçirmektedir. Davranışsal iktisadın teorik arka planından yola çıkan bu yeni yaklaşım, geleneksel kalkınma modellerine insan davranışlarını dâhil etmektedir. Davranışsal kalkınma iktisadı, geleneksel yaklaşımları tamamen reddetmemekle birlikte, kalkınmanın önündeki engelleri ve buna yönelik çözüm önerilerini psikolojik faktörlerle açıklamaktadır. İnsanların, karar verme süreçlerini etkileyen bilişsel yanlılıkları bulunmakta ve bu yanlılıklar az gelişmişliğin etkisine maruz kalanlarda daha güçlü etkiler barındırmaktadır. Başarılı kalkınma stratejileri gerçekleştirebilmek adına insan davranışlarındaki bilişsel yanlılıkların dikkate alınmasına ihtiyaç duyulmaktadır. İyi bir davranışsal tasarım ile bilişsel yanlılıkların iyileştirilmesi olası gözükmektedir. Ayrıca bu davranışsal tasarımların, geleneksel kalkınma iktisadına büyük katkılar sunması beklenmektedir.
