Türkiye’de Enerji Yoksulluğu ve Enerji Tercihi Profili

Abstract

Temiz, yeterli ve ekonomik modern enerji kaynaklarına ulaşım ile yoksulluk arasında bir ilişki söz konusudur. Düşük gelir seviyelerine sahip olan insanların modern enerji kaynaklarına ulaşmaları mümkün değildir. Hükümetlerin etkin ve adil enerji politikaları oluşturma konusundaki yetersizlikleri kaliteli enerji tüketimini engellemektedir. Yoksulların yaşam standartlarının artmasında en önemli unsurlardan biri modern enerji kaynaklarına ulaşımlarıdır. Bu kapsamda hükümetlerin geliştireceği enerji politikaları ile hanelere, iyileştirilmiş yemek pişirme imkânları, sağlıklı ısınma ve aydınlatma gibi modern enerji hizmetlerinin etkin olarak sunulması kişilerin refah seviyesini artıracaktır. Bu çalışmanın amacı hanelerin enerji tercihlerini belirleyen faktörleri incelemektir. Böylece odun, kömür, elektrik, doğal gaz, tezek ve diğer enerji tercihlerindeki kır-kent farklılıkları, hanelerin demografik özellikleri ile birlikte ele alınacaktır. Kurulan ekonometrik modeller ile Türkiye’nin enerji tercih profili çıkartılarak, enerji yoksulluğuna neden olan başat değişkenler belirlenecektir. Bu amaç doğrultusunda 2012 TÜİK “Hanehalkı Bütçe Anketi” verilerinden faydalanılmıştır

Energy Poverty and Energy Choice Profile in Turkey

Abstract

There is a relationship between poverty and access to modern energy sources which are clean, sufficient and economic. People with low income levels are not able to reach modern energy resources. Inability of the goverment to create effective and fair energy policies is preventing the consumption of high quality energy. Access to modern energy resources is one of the important factors creating an increase in poor people's standard of life. In this context, welfare will increase through the provision of modern energy resources such as improved cooking facilities, healthy heating and lightening to households with energy policies developed by the government. The aim of this study is to determine the factors of energy choices of households. Indeed, urban-rural differences among wood, coal, electricity, natural gas, dung and other energy choices are discussed with demographic characteristics of households. Primary variables causing energy poverty will be determined by constituting energy profile of Turkey with founded econometric models. We use 2012 TÜİK ‘Household Budget Survey’ to estimate the econometric models
