E-GOVERNMENT AND CORRUPTION: AN EMPIRIC ANALYSIS

Abstract

Corruption is a multidimensional complex phenomenon seen in many developed and developing countries. In particular, factors such as the lack of accountability, transparency and discretion are effective in increasing public corruption. Therefore, e-government applications are considered to be used as an effective tool in the fight against corruption. The aim of this study is to investigate whether countries have a relationship between corruption and the e-Government Development Index. The e-government development index is the main independent variable along with other control variables. The study included 186 developed and developing countries, and a cross-sectional analysis method was used using 2018 data. According to the empirical results of the study, a statistically significant and positive effect was found between the implementation of e-government and the control of corruption.

E-DEVLETİN YOLSUZLUĞU AZALTICI ETKİSİ: AMPİRİK BİR ANALİZ

Abstract

Yolsuzluk, gelişmiş ve gelişmekte olan birçok ülkede görülen çok boyutlu karmaşık bir olgudur. Yolsuzluğu etkileyende pek çok faktör bulunmaktadır. Özellikle kamuda yolsuzluğun artmasında hesap verilebilirliğin olmayışı, saydamlık yokluğu ve takdir yetkisi gibi faktörler etkili olmaktadır. Bu nedenle, e-devlet uygulamalarının yolsuzlukla mücadelede etkili bir araç olarak kullanılması düşünülmektedir. Bu çalışmanın amacı ülkelerin yolsuzluk ile e-devlet gelişmişlik endeksi arasında bir ilişki olup olmadığını araştırmaktır. E-devlet gelişmişlik endeksi diğer kontrol değişkenleriyle birlikte ana bağımsız değişkendir. Çalışma kapsamına gelişmiş ve gelişmekte 186 ülke dâhildir ve 2018 verileri kullanılarak yatay-kesit analiz yöntemi kullanılmıştır. Çalışmanın ampirik sonuçlarına göre e-devlet uygulaması ile yolsuzluğun kontrolü arasında istatistiki olarak anlamlı ve pozitif bir etki olduğu bulgusuna ulaşılmıştır.
