Developing and Implementation of Leading and Lagging Indicators in Process Safety Management

Abstract

The implementation of process safety management alone does not guarantee the effective implementation of the safety system. Rather, it is the continuous review, modification and improvement of the process safety management system which improves individual safety and process safety. Therefore, in this regard, determining and deploying various performance indicators is particularly important. In this article, the difficulties of determining and deploying leading and lagging performance indicators and their effectiveness in process safety management were discussed. Finally, in the form of a case study, the transfer of chemical products (crude oil) from producers to storage tanks and the transfer of feed to units have been discussed. In this research, Leading and Lagging indicators have been used to test the performance of process safety management to ensure the correctness of the management system and protective layers have been selected. The final result is the addition of some indicators and the proposal to remove a number of Leading and Lagging indicators. According to the conclusions made, some indicators should be replaced with new safety indicators, and the rest of the indicators should be retained due to their efficiency to achieve progressive safety goals.

Proses Güvenliği Yönetiminde Öncü ve Gecikmeli Göstergelerin Geliştirilmesi ve Uygulanması

Abstract

Proses güvenlik yönetiminin tek başına uygulanması, güvenlik sisteminin etkili bir şekilde uygulanmasını garanti etmez. Bunun yerine, bireysel emniyeti ve proses emniyetini iyileştiren proses emniyeti yönetim sisteminin sürekli olarak gözden geçirilmesi, değiştirilmesi ve iyileştirilmesidir. Bu nedenle, bu bağlamda, çeşitli performans göstergelerinin belirlenmesi ve devreye alınması özellikle önemlidir. Bu makalede, öncü ve gecikmeli performans göstergelerini belirleme ve uygulama zorlukları ve bunların süreç güvenliği yönetimindeki etkinliği tartışılmıştır. Son olarak vaka çalışması şeklinde, kimyasal ürünlerin (ham petrol) üreticilerden depolama tanklarına transferi ve yemlerin ünitelere transferi ele alınmıştır. Bu araştırmada, yönetim sisteminin doğruluğunu sağlamak için proses güvenliği yönetiminin performansını test etmek için Öncü ve Gecikmeli göstergeler kullanılmış ve koruyucu katmanlar seçilmiştir. Nihai sonuç, bazı göstergelerin eklenmesi ve bir dizi Öncü ve Gecikmeli göstergenin kaldırılması önerisidir. Varılan sonuçlara göre, bazı göstergeler yeni emniyet göstergeleriyle değiştirilmeli ve geri kalan göstergeler, ilerici emniyet hedeflerine ulaşma etkinlikleri nedeniyle muhafaza edilmelidir.
