Abstract
1980’li yılların başlarına değin gelişmiş ve gelişmekte olan ülkelerin hemen tamamında postal ve telekomünikasyon hizmetlerinde devlet tekeli varlığını sürdürmüştür. Postal ve telekomünikasyon hizmetleri muhtelif gerekçelerle (içsel ve dışsal ekonomiler argümanı, stratejik önem argümanı, evrensel hizmet argümanı vs.) devlet tekeline alınmıştır. Ancak bilgi ve iletişim teknolojileri alanında devrim niye nitelendirebileceğimiz değişimler bu sektörde demonopolizasyon, deregülasyon, serbestleşme ve özelleştirme reformlarını gündeme getirmiştir. Önümüzdeki yıllarda bu reformların çok daha sürat kazanacağını ve sektörde çok önemli değişimlere tanık olacağımızı şimdiden öngörebiliriz.
