Ethiopian Ombudsman: The Aspects of Structural-Institutıonal and Functional

Öz

The Ombudsman first emerged in the 18th century in Sweden in the world and then it is an institution that spread around the world after World War II. Among the main features of this institution; strengthen democracy, take the rule of law as a basis and protect human rights. As a liberal democracy project, the ombudsman is increasing its wide acceptance with its successful applications in the countries where it is established.In this study, it is aimed to explain the structural-institutional and functional aspects of the ombudsman in Ethiopia, where an ombudsman experience is experienced in the African continent. In this way, Ethiopian democracy is desired to be evaluated with the position and activities of a democratic tool.

Etiyopya Ombudsmanı: Yapısal-Kurumsal ve İşlevsel Yönleri

Öz

Ombudsman, ilk olarak dünyada İsveç’te 18. yüzyılda ortaya çıkmış ve daha sonrasında da II. Dünya Savaşı’ndan sonra dünyaya yayılmış bir kurumdur. Bu kurumun temel özellikleri arasında; demokrasiyi güçlendirmesi, hukukun üstünlüğünü esas alması ve insan haklarını koruması bulunmaktadır. Liberal bir demokrasi projesi olarak ombudsman, kurulduğu ülkelerde gün geçtikçe başarılı uygulamaları ile geniş düzeyde kabul edilebilirliğini artırmaktadır. Bu çalışmada, Afrika kıtasında bir ombudsman tecrübesinin yaşandığı Etiyopya’da ombudsmanın yapısal-kurumsal ve işlevsel yönlerinin açıklanması amaçlanmaktadır. Bu sayede Etiyopya demokrasisi, demokratik bir aracın konumu ve faaliyetleri ile değerlendirilmek istenmektedir.
