Abstract
Dünya üzerindeki birçok hükümet kamusal hizmetleri yerine getirmekte zorlanmaktadır. Kamu kurum ve kuruluşları en az maliyetle hizmet sunmak istemektedir. Vatandaşlar ise daha hızlı, daha kaliteli ve ihtiyacının tam anlamıyla karşılanmasını beklemektedir. Geleneksel yönetim anlayışında her iki tarafın da bu beklentileri karşılanamadığı için devlet aktörleri farklı bir yönetim modeli aramaya başlamıştır. Bu yönetim modeli ise yalın olmuştur. Yapılan araştırmalar neticesinde, Japonya’da ortaya çıkan ve israfa karşı yaratılmış olan bu sistemin kamu yönetiminde uygulanabilir olduğu kanıtlanmıştır. Böylece yalın yönetim sisteminin israf içermeyen süreçleri maliyet sorununu çözmüş, kendi yarattığı teknik ve metotlarla da hızlı ve kaliteli hizmet sunulmasına katkı sağlamıştır. Bu makalede yalın yönetim kavramı çerçevesinde yalın yönetimin geleneksel yönetimden farklılıkları, devletlerin kamusal hizmetlerinde yalını tercih etme nedenleri ve uygulamaları aktarılacaktır.
