Peer-review Process: Double-Blind Peer Review + Transparent Review
1) Articles that have not been published before or that are not yet under evaluation in another journal for publication and that are approved by each author are accepted for evaluation.
2) Submitted articles going through a Pre-review stage are scanned for plagiarism using iThenticate software.
3) Articles having a positive result after the plagiarism control are evaluated by the editor-in-chief for originality, methodology, importance of the subject covered, and compatibility with the scope of the journal.
4) Selected articles are sent to at least two national/international referees for evaluation by using double-blind peer review.
5) The Editorial Board decides whether to publish an article only after the referee process ends. The authors should make the necessary editions in line with the requests of the referees.
6) It is necessary to wait an average of 10 weeks from article submission to publication.

Editor's Responsibilities
1) The editor evaluates the articles in terms of scientific content, regardless of the ethnic origin, gender, citizenship, religious belief or political idea of the authors.
2) The editor makes a fair double-blind peer-review of the articles submitted for publication and ensures that all information about the submitted articles is kept confidential before publication.
3) The editor informs the referees that the articles are confidential and that this is a favored interaction. The referees and editorial board cannot discuss the articles with other people. Anonymity of referees should be ensured. In certain cases, the editor may share one reviewer's review with other reviewers to clarify a particular point.
4) The Editor is responsible for the content and general quality of the publication. It is also his/her responsibility to issue a correction note or implement a withdrawal as necessary.
5) The editor does not allow any conflict of interest between authors, editors and referees. He/She has full authority only to appoint referees and is responsible for the final decision regarding the publication of an article in the Journal.

Responsibilities of the Referees
1) Reviewers should not have any conflicts of interest regarding the research, authors and/or research funders. Judgments should be objective.
2) The referees should ensure that all information about the submitted papers is kept confidential and should notify the editor if they are aware of copyright infringement and plagiarism on the part of the author.
3) A reviewer who feels inadequate to review the topic of a paper or knows that a review will not be possible should notify the editor and be exempt from the review process.

Peer-review Process
Articles that have not been published before or that are not yet under evaluation in another journal for publication and that are approved by each author are accepted for evaluation. Submitted articles that went through an preliminary review are scanned for plagiarism using iThenticate software. After plagiarism control, eligible articles are evaluated by the editor-in-chief for originality, methodology, importance of the topic covered, and compatibility with the journal scope.

The Editor-in-Chief evaluates articles regardless of the authors' ethnicity, gender, nationality, religious belief, and political philosophy. It ensures that the articles submitted for publication undergo a fair double-blind peer-review.

Succeeded articles are sent to at least two national/international referees for evaluation.

If the referees see it necessary, changes are made by the author. The Editorial Board decides whether to publish the text corrected by the author.

The chief editor does not allow any conflict of interest between authors, editors and referees. He/she has full authority to appoint an arbitrator.

The evaluations of the referees should be objective. During the review process, the referees are expected to make their evaluations by considering the following points.

1) Does the article contain some new and important thesis or ideas?
2) Does the abstract clearly and properly describe the content of the article?
3) Is the method coherent and clearly defined?
4) Are the interpretations and conclusions proven by the findings?
5) Are there adequate references given to other studies in the field?
6) Does the article have a sufficient quality of language?

Referees should ensure that all information regarding the submitted articles remain confidential until the article is published, and should report any copyright infringement and plagiarism on the part of the author to the editor.

If the referee does not feel qualified about the subject of the article or if it does not seem possible to provide response on time, he/she should notify the editor of this situation and ask him not to involve himself in the referee process.

During the evaluation process, the editor clearly states that the articles submitted for review to the referees are the exclusive property of the authors and this is a confidential communication. Reviewers and editorial board members cannot discuss articles with other persons. The identity of the referees must be taken confidential.


Preliminary Examination and Plagiarism Screening
The study is reviewed by the editor for compliance with journal publication principles, academic writing rules and ISNAD Citation System, and is screened for plagiarism using the iThenticate program. The plagiarism similarity rate is required to be less than 15%. The preliminary review is completed within a maximum of 15 days.

Section Editor Review
The study, which has passed the Preliminary Review and Plagiarism Scaning phase, is examined by the relevant field editor academically. This review will be completed in a maximum of 15 days.

Referee Process (Academic Evaluation)
The study, which had been succeeded in review by the section editor, is submitted to the evaluation of at least two referees who has doctoral thesis, book or article. The peer-review process is carried out confidentially within the framework of Double-blind peer review. The referee is required to present his/her opinion about the reviewed study either on the text or to justify it with an explanation of at least 150 words on the online referee form. The author is given the right to defend his/her objections and opinions, if he/she does not agree the opinion of the referee. The field editor provides mutual communication between the author and the referee, while maintaining confidentiality. If both of the referee reports are positive, the study is submitted to the Editorial Board with a proposal for evaluation of its publication. In case one of the two referees declares negative opinion, the study is sent to a third referee. The studies can be published only after at least two positive decisions. Translated articles are sent to language and related field experts to assess the appropriateness of the original, the proper use of field concepts and language. Translations for which experts have negative opinions will not be published. The publication of book and symposium evaluations and doctoral thesis summaries is decided after the evaluation of the relevant field editors.

Correction Phase
If the referees want corrections in the text they have examined, the relevant reports are sent to the author and he/she is asked to make necessary corrections on the text. Revision (Minimum 10 Days - The period may be extended if major revision is requested). The author presents his corrections to the field editor by specifying them in red.

Section Editor Control
The field editor checks whether the author has made the requested corrections in the text. This process is completed within a maximum of 10 days.

Referee Control
The referee requesting correction checks whether the author has made the required corrections in the text.

Detailed Summary and Turkish Language Control
Studies that have passed the peer-review process are reviewed by the Turkish Language Editor, and if necessary, corrections are requested from the author. This process is completed within a maximum of 15 days.

English Language Control
The works that succeed the Turkish language control are reviewed by the English Language Editor and if necessary, corrections are requested from the author. This process is completed within a maximum of 15 days.

Editorial Board Review
The articles that succeed technical, academic and linguistic reviews are examined by the Editorial Board and the final publication status is decided. In case of objection from the members, the Board decides by majority of votes.

Typesetting and Layout Phase
The typesetting and layout of the studies decided to be published by the Editorial Board are carried out to be ready for publication.

Data Submission to National and International Indexes
The printed copy of the published issue is sent to the reference libraries in the country and abroad within 60 days at the latest; The article metadata is forwarded to the relevant indexes within 15 days.
