THE IMPORTANCE OF INTELLIGENCE IN WAR STRATEGY

Abstract

In spite of all the struggle and movement of thoughts put forth, continuously occurring wars force states to be ready for the possibility of war at anytime. Within the situations war is an obligation, it is important to set forth proper strategies to win it. Even though war strategies were handled in just military terms, they have reached a multidimensional structure containing military, political, economic, social, technological fields because of the changing nature of the wars at the present day. Identity of fighting sides, battlefields, methods, duration of war, enemy-friend perception, weapons and vehicles have undergone a great transformation. Many types of war have been added on agenda besides hot conflicts. Thus a new understanding of war has emerged. 

In the light of developments in the field of war it has to be told that formulating the war strategy presents a really hard challenge to states as it has never been before. While doing this, states get the greatest benefit from intelligence. Intelligence fulfills the duties which are so beneficial in determining war strategies such as collecting information about self and others, assessing capacities of the sides, identifying present and potential threats and sources of threats, making predictions about place and time of potential wars and conflicts, doing preventive activities. For these reasons, quality of national intelligence plays a highly decisive role in winning the war. In this work, first of all, such concepts as war, strategy and intelligence will be studied in general terms. After that, changing nature or both war and war strategy will be analyzed and the importance of intelligence in war strategy will be dealt in this sense. The article will try to put forth the role intelligence plays in strategymaking befittingly with new war understanding. The basis of the study is how the intelligence became a weapon in the changing understanding of war and thevalue of the related activities in the prevention of the threat of obscurity in strategy making in this process.

SAVAŞ STRATEJİSİNDE İSTİHBARATIN ÖNEMİ

Abstract

Önlemeye yönelik tüm girişimlere ve bu doğrultuda ortaya konulan fikir akımlarına rağmen savaşların meydan gelmelerindeki süreklilik, devletleri her an bir savaş durumunda kalma ihtimaline karşı hazır olmaya zorlamaktadır. Savaşın bir zorunluluk olduğu durumlarda da kazanmak için uygun stratejilerin ortaya konulması oldukça önemlidir. Geleneksel savaş stratejileri sadece askerî terimlerle ifade edilse de günümüzde savaşların değişen doğası nedeniyle savaş stratejileri askerî, siyasî, ekonomik, toplumsal, teknolojik alanları da içine alan çok boyutlu bir yapıya ulaşmıştır. Savaşan tarafların kimliği, savaş sahaları, kullanılan yöntemler, savaş süresi, düşman-dost algısı, silah ve araçlar büyük bir değişime uğramıştır. Sıcak çatışmaların yanına aktörler arasında yürütülen pek çok savaş türü eklenmiştir. Böylece de yeni bir savaş anlayışı ortaya çıkmıştır. 

Savaş alanındaki gelişmeler ışığında günümüzde savaş stratejisi oluşturmanın devletleri hiç olmadığı kadar zorladığını söylemek gerekmektedir. Bu zorlu işte devletler, yoğun şekilde istihbarat faaliyetlerine başvurmaktadırlar. İstihbarat faaliyetleri ile; savaş stratejilerinin oluşturulmasında son derece önemli olan öze ve düşmanlara yönelik bilgilerin toplanması, tarafların kapasitelerin belirlenmesi, mevcut ve olası tehditlerin ve tehdit kaynaklarının tespit edilmesi, olası savaşların ve çatışmaların gerçekleşebileceği yer ve zamanla ilgili öngörülerin yapılması, önleyici faaliyetlerin gerçekleştirilmesi gibi görevler yerine getirilmektedir. Bu nedenle de savaşların kazanılmasında, ülke istihbaratının kalitesi belirleyici bir rol oynamaktadır. Bu çalışmada öncelikle savaş, strateji ve istihbarat kavramlarının genel hatları çizilecektir. Arkasından da savaşın ve savaş stratejisinin değişen doğası anlatılacak ve bu bağlamda istihbaratın savaş stratejisindeki önemine değinilecektir. Makale, yeni savaş anlayışına uygun stratejisi yapımında istihbaratın nasıl bir rol aldığını ortaya koymaya çalışacaktır. Değişen savaş anlayışında istihbaratın nasıl bir silah haline geldiği ve bu süreçteki strateji yapımında “bilinmezlik” tehdidinin önlenmesinde ilgili faaliyetlerin değerinin ifade edilmesi çalışmanın esasını oluşturmaktadır.
